This position is located in the Park and Recreation Department, Administrative Division, which maintains and provides parks, recreation facilities and programs for the public.
This position performs professional and administrative functions overseeing, directing and supervising staff; budgetary duties; policy formulation; and project oversight; does related work as required.
This is a professional and supervisory class involving responsibility for the operations of a community based parks and recreation system providing programs serving all ages and interest groups.
The employee in this class plans, directs and coordinates activities with cooperation with the department director and other supervisory staff.
The work is performed under the general supervision of the Director of Parks and Recreation.
Supervision is exercised through a coordinated effort with other department staff.
Essential Functions of Position:
Establishes procedures to continually and consistently assess and evaluate the overreaching efficient operations of City owned park facilities and/or property.
Recommends improvement enhancements.
Represents City interests in capital planning, facility and site matters, acts as a liaison between the City and other agencies and organizations.
Directs departmental and overall park and facility management budget requirements and oversees and approves expenditures and prepares financial forms and reports.
Formulates plans for construction and alteration of parks and facilities throughout the City's Park system.
Responds to concerns regarding City Parks and Recreation facilities and/or property.
Reviews and interacts with Division Heads on their budget requests; Interacts with Division Heads in planning and directing a comprehensive Parks and Recreation preventative and emergency maintenance program; Reviews maintenance planning with staff; Coordinates with government and outside agencies on new park projects; Reviews park planning with staff; Coordinates division level activity; Assists Director and performs supervisory functions; Evaluates performance of department organization and programs; Represents Director in his/her absence; Formulates administrative policies and procedures; Performs other duties as assigned by Director; Performs related tasks as required.
Required Knowledge, Skills and Abilities:
Thorough knowledge of principles and practices of parks and facilities maintenance; thorough knowledge of management and organizational skills; thorough knowledge of public relations techniques; general knowledge of office practices and procedures; thorough knowledge of the operations of a comprehensive Parks and Recreation Department that serves a diverse general public; knowledge of facility planning, facility development and land use within the City; general knowledge of computer related skills in spreadsheets and other reporting programs; knowledge of budgetary procedures and alternate funding resources; knowledge of alternative program resources; ability to work independently; ability to direct and delegate work; ability to plan and supervise the work of others; ability to develop leadership among staff; ability to analyze and make decisions on the use of facilities and parklands; initiative and resourcefulness in solving administrative problems; people management skills; strong scheduling and organizational skills pertaining to scheduling predictive and preventative maintenance programs; customer focused with a commitment to quality customer service to both internal and external customers; ability to maintain inventory for a large building maintenance operation; expertise in continuous improvement, data driven decisions, and Computerized Maintenance Management Systems.
Acceptable Experience and Training:
Graduation from an accredited college or university of recognized standing with major course work in recreation or public administration/management and a minimum of three (3) years of professional experience in parks and recreation administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Certification as a professional by NRPA is preferred.
Pre-employment physical, drug screening and background check required.
