This job opportunity announcement (JOA) will be used to fill one (1) full-time and permanent Medical Administration Officer (Assistant Chief, Business Office) vacancy at the James H. Quillen VA Medical Center:

located in Johnson City, TN with Business Service. The incumbent serves as the full Assistant to the Chief, Health Administration Service (HAS) and shares in the duties, responsibilities, and the authority of the Chief. The position is located within the James H. Quillen VA Medical Center (JHQVAMC). The JHQVAMC is classified as a Complexity Level 1c tertiary care and affiliated research facility which includes 118 operating beds, a 150 bed Domiciliary, and a 120 bed Community Living Center. The JHQVAMC primary service area consists of 40 counties in Eastern Tennessee, Southwest Virginia, Southeast Kentucky and Northwest North Carolina and serves over 61,000 unique Veterans through more than 788,000 annual visits. The JHQVAMC affiliation with the East Tennessee State University (ETSU) Medical School is extremely active and has representation of most major clinical subspecialties. The incumbent has a partnership responsibility with the Chief for establishing and maintaining an integrated 24-hour per day, 7-days a week system of administrative staff services which contribute to effective management control over the facility's operations. These services include participation in overall Medical Center management operating and planning activities. The incumbent may serve as a representative of the Chief with full authority for the following committees:
Administrative Executive Board, Director's Staff, Performance Improvement, Ethics, Medical Records Review, Compliance, Utilization Management, Space, and Clinical Informatics. Health Administration Service has a total workforce of over 240 employees and manages a budget of over twenty-six million dollars. Duties include but are not limited to:
Leads in developing internal policies and programs concerning such matters as equal opportunity, merit promotion, labor-management relations, position and resource management. Provides healthcare system management advisory service and high level management input. Works closely with service personnel involved in budget planning and statistical projections. Assists in managing procurement and contracting for sections under his/her areas of responsibility. Assists in and oversees the development and maintenance of reporting and review systems. Establishes effective working relations with all services within the healthcare system. Collaborates, under the direction of the Chief, Business Office, on service projects, designs and plans, and conducts studies in all areas of the healthcare system including administrative and clinical services. Establishes and maintains good relations with various groups and organizations such as other hospitals, medical societies, medical schools and other colleges and universities, volunteer work groups, news media, and the community at large. Responsible for providing the influences, motivation and persuasion that fosters the acceptance and exercise of sound management concepts, practices and innovations. Participates in public speaking engagements, meetings and public relations events. Provides effective leadership in promoting aggressive management action to prevent the unnecessary escalation of employee management disputes to formal discrimination complaints. Provides leadership to the Business Office staff members with daily interactions with administrative and clinical . Ensures effective integration of efforts/activities with other medical center operations and with community-based agencies and activities. Maintains close and continuous contact with top levels of management and key professional personnel concerning patient administrative. Exercises a high degree of coordinating ability, tact, poise and diplomacy in dealing with clinical and administrative personnel. Hears and resolves staff concerns and complaints. Evaluates alternate proposals or problem solutions and present conclusions and recommendations to senior management. Leads in administering programs:
disciplinary actions; equal opportunity; merit promotion; labor management relations; and position management. Represents Chief, Business Office at labor management meetings, provides information, resolves conflicts and/or problems that may arise and assures program managers are familiar with the negotiated agreements. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the 12. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization with progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Experience must demonstrate the required application of the knowledge, methods, and techniques of an administrative healthcare professional managing a hospital, clinic or comparable healthcare facility. Specialized experience may have been gained in a hospital business office, medical center, clinic or similar environment where the applicant has knowledge of, and skill in applying (1) supervisory functions in the operational aspect of a medical service, such as formulating and installing clinical, administrative, and clerical procedures to ensure expeditious and efficient processing of work; (2) thorough reporting, analytical comparisons, projections and advice; (3) providing essential data for planning, budgetary effectiveness, workload projections, etc.; (4) determining management needs and assuring timely data collection and meaningful reporting of service activities; (5) thorough application of management analysis techniques and promoting utilization of management principles and practices.
