Not required The incumbent provides Emergency Dispatch Communications to VA and local law enforcement, fire, EMS and special reaction teams. The incumbent must coordinate routine and urgent emergency response actions, maintain detailed notes and complete appropriate journal annotations while multitasking in a highly stressed environment. The incumbent is a key link in physical security, resource protection, emergency management, PIV and law enforcement functions of the VAMC and off-station sites under the jurisdiction of the U.S. Department of Veterans Affairs and this VAMC. The incumbent implements policies, procedures, and methods for identifying and protecting information , personnel, property, facilities, operations and material; performs work in support of established security , law enforcement and emergency management programs. The Security Assistant's duties include, but are not limited to:
Use of automated data processing equipment to prepare and finalize correspondence, forms, charts, guidelines, statistical data view graphs, type letters, memorandums and reports. Use of various databases, Tennessee Crime Portal, REPORT EXEC, and National Crime Information Computer to access sensitive law enforcement information, criminal histories, arrest warrants, driver records, vehicle registration, stolen property, firearms. Direct contact with customers who may be hostile, yelling, verbally abusive. Find creative solutions to assist difficult customers, work close with outside agencies and vendors. Work with other services to provide feedback on physical security issues. Monitors and directs responses to security and life safely communications, radio dispatching, telephone and other emergency communication circuits. Takes calls from individuals in highly stressful situations and is required to clearly communicate in gathering data and giving instruction. Monitor and receive routine and emergency calls from a variety of sources needing police, fire, medical or other emergency services. Determine the nature and location of the emergency. Use judgment to prioritize events and commit police resources appropriately. Maintain contact with law enforcement units on assignment, maintain status and location of police and coordinates communication between agencies as needed. Monitor direct emergency alarms, answer emergency and non-emergency calls for assistance. Enter, update and retrieve information from a variety of computer systems and sensitive databases. Monitor and direct response to security and life safety communications, radio dispatching, telephone and other emergency communication circuits. Operate a variety of communications and security equipment, such as computers, multi-frequency radios, multi-line telephone system and other related peripherals. Compile and prepare reports related to events occurring in the operation of the police dispatch center for dissemination of the completed product to various management officials. Perform system checks on a variety of equipment used in the dispatch center. Incumbent must be certified with the TIES System within the first sixty (60) days of employment, to include demonstrating proficiency in use of all functions of the National Crime Information Center and Tennessee Crime Information Center databases. Incumbent will be required to attend the VA Law Enforcement Training Centers Resident Course within the first twelve (12) months of employment. Qualifications:
Applicants must have at least one year of specialized experience at or above the GS-4 grade level or the equivalent in the private sector. For this position, a basic knowledge of emergency communications, experience performing the duties of a police dispatcher or 911 operator, etc., OR, Substitution of Education:
Applicants may substitute education for the required experience. Applicants may substitute for this experience successful completion of a full 4-years above high school. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (Unofficial transcripts must be submitted. Transcripts must reflect coursework and grades received.) OR, Combination of Experience and Education:
Applicants may also combine education and experience to qualify at the GS-5 level. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-5 level. (Unofficial transcripts must be submitted. Transcripts must reflect coursework and grades received.) Incumbent must be certified with the TIES system within first sixty (60) days of employment, to include demonstrating proficiency in use of all functions of the National Crime Information Center and Tennessee Crime Information Center databases. Incumbent will be required to certify in the APCO Emergency Telecommunicator Basic Course, either online or resident course within the first six (6) months of employment; required to attend the VA Law Enforcement Training Centers Resident Course within the first twelve (12) months of employment. Physical Demands:
The work is sedentary. Typically, the employee sits to do the work. However, there may be some walking, standing, bending, carrying of light items, such as office supplies. Good hand and eye coordination, vision and hearing is essential. The position often involves stressful, emergency situations. Dispatchers are subject to callback during emergency situations and may be required to work shifts lasting up to sixteen hours under the most serious of situations. Work Environment:
Work is performed in an office type setting. Duty hours are not permanent. Duty hours are rotating to provide 24 hours, 7 day a week, year-round coverage. Office setting is enclosed and ventilated. Incumbent may be subjected to verbal abuse during telephone conversations with customers. Dispatchers are subject to call back during emergent situations. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
