Program Specialist (Credentialing)

The Quality Management Program Specialist provides administrative, technical, and analytical support to the medical center-wide Quality Improvement Program with focus on VHA Credentialing and Privileging. The incumbent will be responsible for ensuring all appointment and reappointment applications for all physicians, dentists, and other privileged health care providers meet VA regulations and The Joint Commission standards regarding credentialing and privileging. Incumbent evaluates new directives, changes for routine procedures, and recommends policies for complex issues. The incumbent assures health care providers enter and submit credentialing information into VetPro system, and provides assistance or training as needed. The Program Specialist conducts data analysis which includes trending and benchmarking with the use of appropriate performance improvements tools and techniques. Incumbent coordinates and oversights the facility's Ongoing Professional Performance Evaluations (OPPE) and Focused Professional Performance Evaluations (FPPE) with key data elements. Participates in VHA Credentialing and Privileging process to ensure all requirements are met in the credentialing and privileging of independent providers. This includes maintaining an accurate, timely, and compliant records and documents within the Independent Credentialing Program. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Credentialing and Privileging experience for Independent providers (Physicians, Nurse Practitioners, Dentists, etc). OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degreeor3 full years of progressively higher level graduate education leading to a Ph.D. or LL.M., if related OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only graduate education in excess of the amount required for the next lower grade level GS-9 may be used to qualify applicants for this GS-11 position. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above 2 years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e., 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Experience:
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.Combining Education and
Experience:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) The following are examples of how education and experience may be combined. They are examples only, and are not all-inclusive. The position to be filled is a Quality Assurance Specialist, GS-1910-5. An applicant has 2 years of general experience and 45 semester hours of college that included 9 semester hours in related course work as described in the individual occupational requirements. The applicant meets 67 percent of the required experience and 38 percent of the required education. Therefore, the applicant exceeds 100 percent of the total requirement and is qualified for the position. OR The position to be filled is a Music Specialist, GS-1051-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in music. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.) You will be rated on the following Competencies for this position:
1-Knowledge Credentialing and Privileging process and requirements of Independent providers and compliance to The Joint Commission requirements. 2-Knowledge of Ongoing Professional Performance Evaluation (OPPE) or Focused Professional Performance Evaluations (FPPE). 3-Ability to establish and maintain working relationships, to include the ability to communicate orally, and lead performance improvement projects or teams. 4-Ability to use clinical and administrative computer systems to pull and collect data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The work of this position is mostly sedentary; however, walking, bending, stooping, and carrying light weight documents, folders and manuals are required. This position also requires manual dexterity to enter computer information, hearing and distinct speech for extensive telephone communication, and mental concentration to meet critical deadlines. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
