Facility Chief Logistics Officer

The Facility Chief Logistics Officer maintains the logistics and supply chain management system by performing operations that involve planning, coordinating, and evaluating the logistical and supply chain management actions required to support the complex requirements of a large healthcare facility. The incumbent exercises oversight, stewardship and program management responsibilities and functions to enhance the supply chain by playing a key leadership role in managing and transforming logistics operations throughout the facility and align them with the network and nationally. The FCLO possesses a thorough knowledge of all facets of logistics including requirements determination, acquisition, materiel management, performance management, transportation, etc. Logistics work requires (1) knowledge of agency program planning, funding and management information systems (2) broad knowledge of the organization and functions of activities involved in providing logistical support, and (3) ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for actions needed to meet each requirement on time. The incumbent's duties include, but are not limited to:
Lead in the development of long range plans and consolidated VISN and facility requirements into acquisition strategies for services, supplies and equipment. Ensure efficient allocation of resources for assets through the entire lifecycle Analyze the supply chain developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices and reporting Conduct strategic planning and quality management of the equipment and leasing programs. Manage the performance and measurement of logistics support functions including expendable (EX) and non-expendable (NX) inventory management activities, acquisition program support, warehouse, and in some cases, transportation, and mailroom/ reproduction support. Advise the Medical Center Director of equipment on hand and equipment readiness issues which have a direct impact on patient care. Oversee pre-award and post-award contract administration and manages the life cycle contract administration. Manage multi-million dollar budgets for staff training, expendable supplies, equipment, assigned staff salaries, special projects, durable medical supplies and equipment Develop strategies to assist support activities and the acquisition staff with Advance Procurement Planning (APP) Directs all supply management, material management, production control activities. Integrates and aligns acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care. Make recommendations to executive management on major changes in projects or program segments. Perform a wide variety of supervisory personnel functions such as directing a sizable work force, discipline, recruitment, evaluation, and benefits. Communicate information on an informal basis to a variety of individuals with varying levels of knowledge internal and external Evaluate the effectiveness of very important and complex projects or organization segments of a professional and scientific nature. Consider impact of case analysis on processes, systems or circumstances. Assess for mission impact and accomplishment. Provide guidance and mentoring of staff to accomplish the mission and empower employees. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
Applicants must have one (1) full year of specialized experience to at least the GS-13 grade level in the Federal Service. Specialized experience includes, but is not limited to the following:
Successful Logistics program management experience for planning and executing logistics and supply chain system management in a manner that integrates and aligns acquisition, delivery and management of supplies, equipment and services with the accomplishment of the facility's mission of delivering health care and patient safety. Thorough knowledge of all facets of logistics, acquisition, material management, performance measurement, quality and continuous process improvement, warehouse management, transportation, etc. NOTE:
Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held. Please provide such documentation on resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The FCLO is required to participate on environment of care rounds, Facility Internal Reviews (FIR), Network External Reviews (NER), and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as OR and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Between periods of inspection, the FCLO is required to maintain a safe environment through continuous review of work areas and work practices. FCLOs will often be required to participate in construction site visits which may involve long periods of standing, walking over rough, uneven or rock surfaces, and may require the use of protective clothing.
