Security Assistant (OA)

The incumbent serves as the Security Assistant and is a member of the Security Team in the Employee & Labor Relations Section of the Human Resources Management Service. The primary purpose of this position is to maintain the integrity of the Personnel Suitability and Personnel Identity Verification programs by providing administrative support in the area of Personnel Security. The duties of the position include, but are not limited to:
PIV Sponsor Duties:
- Determine if the applicant is authorized to be issued a PIV card, non-PIV card, or Flash Badge. - Determine if the current or new employee, VA contractor, or affiliate/volunteer has a current background investigation on record. - Sponsor the applicant by entering his or her sponsorship information into the PIV system. - Provide a copy of the PIV Privacy policy to the applicant. - Remain aware of the applicant's status and continuing need for holding a PIV card. - Recover terminated PIV cards from departing staff and sends to the closest Badge Office. - Initiate renewals/re-issues for current or previous PIV cardholders. PIV Registrar Duties:
- Appoint, certify, and validate the identity of the Sponsor. - Document and maintain a list of all appointed and certified Sponsors. - Identity proofing of all applicants. - Determine if a temporary identity badge should be issued to an applicant pending results of the background investigation. - Capture fingerprints of the PIV applicant. - Send original documents to the PIV card issuer. - Enter required PIV card data from the VA Form 0771 into the card issuance database. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7 grade level. At the GS-5 and GS-6, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
GS-5 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Prepare reports, access e-mail and information systems, interpret and apply regulatory guidelines, prepares written correspondence, enter accurate data into VA computer systems, and maintain personnel-driven databases; OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four years of study above high school, obtaining a bachelor's degree with courses related to the occupation. (Note:
Education cannot be credited without documentation). OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education to include the completion of related post-high school education (30 semester hours beyond Associates degree) and 6 months of specialized experience that meets the requirements for this position. GS-6 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to:
taking fingerprints, interpret and apply regulatory guidelines, prepare reports and written correspondence, enter required PIV card data from the VA Form 0711 into the card issuance database, and check to ensure the signatures of the Sponsor and Registrar match that of those listed on the VA Form 0711. There is no educational substitution at the GS-6 grade level. GS-7 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to:
Setup mobile Processing Stations, including computer, printer, digital camera; interpret and apply regulatory guidelines; provide technical advice and guidance to employees, contractors, affiliates, and volunteers with regard to matters pertaining to VA's Personnel Suitability Program, the PIV Program, and the Information Systems Access; and contacts and/or fields questions from, prospective appointees during the pre-appointment period to explain any Personnel Suitability Program, the PIV Program, and the Information Systems Access. There is no educational substitution at the GS-7 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. However, some walking and standing occur in the course of a normal workday in connection with travel to, and attendance at, meetings and conferences away from the primary work site. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
